Attention to Foreign Citizens!

IEU is starting to enroll foreign citizens in internship training program under the primary specialization program "General Medical Practice" on the basis of the Regulations on Internship (order of the Ministry of Health of Ukraine dated 22.06.2021 No. 1254) and Amendments to the Regulations on Internship (order of the Ministry of Health of Ukraine dated 05/06/2024 No. 788).

X. Extract from Regulations on Internship Guidelines of admission to study and organization of training of foreigners and stateless persons under the program of primary specialization "General medical practice"

1. Admission of foreigners and stateless persons to the primary specialization program "General Medical Practice" (hereinafter referred to as the specialization program) is carried out on the basis of the graduate's application to the institution of higher education without participation in the rating distribution of graduates to the internship.

2. Foreigners and stateless persons who enroll in the specialization program have the right to undergo training in both Ukrainian and English languages.

An exemplary program of primary specialization "General Medical Practice" (in Ukrainian and English) is developed by a group of experts and approved by the Ministry of Health.

3. The institution of higher education that trains foreigners and stateless persons in English must ensure an equivalent English translation of the approved specialization program, the availability of scientific and pedagogical staff of clinical departments who speak English, and provision of two-way translation when serving patients by students, who are trained in English.

4. Applications of foreigners and stateless persons who enroll in the specialization program are accepted if they have the following documents:

a copy of a diploma, the authenticity of which has been verified by a higher education institution in the relevant register, or certified in accordance with the procedure established by law, a copy and translation into Ukrainian of a document on higher education in the medical (pharmaceutical) field, issued by a foreign country, a copy of a certificate of recognition in Ukraine of a foreign educational document issued in accordance with the Procedure for recognition of higher education degrees obtained in foreign institutions of higher education, approved by order of the Ministry of Education and Science of Ukraine dated May 5, 2015 No. 504, registered in the Ministry of Justice of Ukraine on May 27, 2015 under No. 614/27059 (as amended by the order of the Ministry of Education and of Sciences of Ukraine dated September 5, 2022 No. 784);

copies of certificates on the results of the integrated test exams "Step 1" and "Step 2", the authenticity of which has been verified by a higher education institution at the Testing Center of the Ministry of Health (in the case of taking such exams);

for persons enrolling in the program of specialization in the Ukrainian language - a document confirming the level of proficiency in the state language in accordance with the Law of Ukraine "On Ensuring the Functioning of the Ukrainian Language as the State Language" (state certificate of the level of proficiency in the state language not lower than the average level of the first degree, issued by the National commission on state language standards); or a certificate of completion of preparatory courses for foreigners and stateless persons with a positive result of passing an exam on the level of Ukrainian language proficiency; or a document confirming the person's study of the Ukrainian language as a subject (discipline) during the acquisition of preliminary education with the number of ECTS credits - at least 10).

5. In order to issue an enrollment order, a person from among foreigners and stateless persons who enrolls in a specialization program submits an application for enrollment no later than September 20 of the current year.

6. Curators of students from among foreigners and stateless persons who undergo training under the specialization program can be scientific and pedagogical workers of clinical departments of higher education institutions who speak English at a level not lower than B2 and provide medical assistance to patients in health care institutions which are clinical bases of departments of higher education institutions.

7. Foreigners and stateless persons enrolled in the specialization program are required to report to the institution of higher education on September 1 of the current year or on the date determined in accordance with the individual internship training schedule. The start of training under the specialization program is from September 1 of the current year or the date determined in accordance with the individual training schedule, but no later than November 1 of the current year. The duration of training under the specialization program is 12 months.

8. The higher education institution is responsible for the process of planning and organizing the educational and practical parts of training under the specialization program, evaluating the results of training in accordance with the principles of academic integrity, ensuring the rotation of students in the clinical bases of the institution of higher education in accordance with the internship schedule.

9. Evaluation of the results of training under the specialization program consists of current, intermediate and final evaluation (attestation). The final assessment (attestation) of education includes:

1) a test exam conducted in written or computer form in the state and/or English language in accordance with the specialization program;

2) an exam on mastering practical skills and an interview conducted in accordance with the specialization program.

10. In the case of a positive result of the attestation, the higher education institution where the training is conducted issues and awards a certificate of completion of training under the primary specialization program "General Medical Practice" to a person from among foreigners and stateless persons, in the appendix of which the following is indicated: the total duration of training under program, the names of the sections of the specialization program and the number of hours to study each section. Persons from the number of foreigners and stateless persons who have undergone training under the program of primary specialization "General Medical Practice" and have a state certificate of the level of proficiency in the state language not lower than the average level of the first degree, issued by the National Commission for State Language Standards in accordance with the Law of Ukraine " On Ensuring the Functioning of the Ukrainian Language as the State", have the right to continue their studies at the internship training program with a shortened training period in accordance with the requirements of this Regulation.

11. Other issues of training of foreigners and stateless persons under the specialization program are regulated by this Regulation.
